REPORT ON
THE FULFILMENT OF THE PROGRAMME OF RESTORATION OF THE
MONUMENTAL CENTRE OF DUBROVNIK AND OF CULTURAL HERITAGE
IN DUBROVNIK AREA, 1 9 9 8.
Introduction
The
Report on the fulfillment of the 1998. Programme features
the data related to IRD only : it has not been
possible to observe the conclusion by the 8th
Sitting of the Commission for the Restoration of Dubrovnik
of February 17, 1996. that demanded a synthetic display
of the programmes carried out by the IRD, the DPCH and
the Association of Friends of Dubrovnik Heritage. The
reason for this is the different dissemination of funding
by the Ministry of Culture in 1998, i.e. , when the
funds were not allocated jointly to the Programme
as a whole, but individually to each of the titles.
Equally,
it is worth noticing that this Report will not include
the usual presentation of legal issues - regretfully,
in this period not one of the issues related to a definition
of IRD's status has been solved, so the legal framework
remains identical as in the Report adopted by the IRD's
Council with the document ' Report on the Fulfillment
of the Restoration Programme, 1997'. Furthermore,
it is our estimation that the situation has grown even
more complicated by the fact that, after the resign
of the Committee's Chairman and a secretary of the Committee
not having been appointed, the Committee has gone passive
altogether and has not met once in this period.
Financial
Report
By
the 1998. Programme of the Restoration of the Historic
centre of Dubrovnik and the Monuments of Culture in
the Dubrovnik area, adopted by the IRD's Council, the
IRD was allocated a total of kn 8.720.000,00 by the
state Budget, thru the Ministry of Culture. Subsequently,
by the order of the Minister of Culture, IRD had to
cease kn 100.000,00 for the restoration of the Church
of Our Lady of Angles in Orebić (allocation was made
directly by the Ministry), and further kn 40.000,00
for the restoration of movable monuments of culture
that, by the same order, the Ministry compensated directly
to the Croatian Restoration Institute.

This shows that the total planned
is smaller for kn 435.000,00. Also, it is evident that
the dynamics of transfer was incongruent to the rhythm
of the realization of the programme.
1.2. Supports failed the aimed target,
and because one of the donators decided for direct financing
(direct refunding to the carrier - Rebuild Dubrovnik
Fund); this also because of the new law by which state
budget users are not allowed independent foreign currency
accounts, except by an apposite permission of the Ministry
of Finance. Since IRD has not been granted the said
permission, the fact has greatly discouraged the donators
who were not ready to convert their contributions before
the works are really done.

Note : IRD is VAT liable. Grand total includes 22% for

A total of kn 122.001,25 was allocated to the Ministry
of Renewal and Development.
Presentation
1. Restoration of roofs
The restoration of the roofs in the
historic centre was subject of the Restoration Programme,
funded by the Ministry of Culture. 3.212 m2 of roofs
were restored. Enclosure 1. shows the restored sites.
Parallel to the Programme, restoration
was also funded by the Ministry of Renewal and Development,
with IRD's expert supervision only. 1.386 m2 were restored,
worth kn 1.827.370,00. Enclosure 2. shows the restored
sites.
In this report period, no new roof
tiles were supplied. The Programme financed the storage
and distribution in Dubrovnik Port, the maintenance
of the deposit at Peskarija (Old Port), clearing and
loading of the rubble with an apposite ship to the approved
position, washing of the wharves, separation and transportation
of other waste to the waste disposal at Grabovica. Major
increase of this voice was caused by recurring damages
of the deposit, irresponsible intrusions by private
subjects depositing household and bulky waste, by an
increased quantity of rubble wasted by all other investors
in the City, free of charge (this especially from the
renovation of the convent of St.Claire).
2. Participation in restoration of war-damaged
buildings
The Ministry of Renewal and Development
took the restoration of other buildings damaged in the
war, and have commenced works on the following blazed
palaces and buildings: Od Sigurate 2., Sv.Josipa 1.,
Od Puca 11.- Široka 5., Miha Pracata 6. Works are based
on the documentation made and financed by IRD. Also,
by the 1998. Plan, IRD accepted to co-finance the restoration
of stone elements on all the buildings, i.e. those not
envisaged by the Constructional Sanation Programme of
the Ministry. In that respect, IRD has taken over the
relative voices of the public bidding by the Ministry,
and has contracted the works (except for the palace
in Miha Pracata at 6., which had been contracted already
back in 1997).
3. Other sites
Gunduliceva poljana 1.
The restoration of the Ranjina Palace
for the representative seat of the Dubrovnik - Neretva
County has been completed. Works were financed by the
County, with the funding from the Restoration Programme
related to the contracts of restoration made in 1991.
and interrupted by the war aggression.
Preventive / protective works in Ohmucevic
Villa, Slano
Done were the works as approved by
the protection service, aimed to preserve the present
situation and to enable the restoration with the Dubrovacko
primorje Municipality, after the project is made.
Restoration of the stone facade of St.George's
Church at Pile
The facade and the roof have been
greatly damaged by war, by earthquakes and by the atmosphere.
For delays in negotiating and contracting of the expenditure
list for the restoration of the stone facade, for the
doubts on the right type of stone and the system of
restoration, the works began only late last year and
are still underway. The project has been approved by
the relative conservationist/protection service, that
also demanded a restoration supervision over the works
(I.Jemo).
Thermo-isolation, lighting and protection
works in the basement of the Cathedral
By the expenditure list of the Croatian
Restoration Institute, organized and carried out were
the works of thermic isolation preventing a major humidity
condensation that impacted the finds in forms of huge
drops. The works were completed under the supervision
of IRD, and were reported by the Croatian Restoration
Institute that carried out restoration supervision in
form of a supervisor and consultant.
For insufficient funding, monitor
gauges of oscillations of underground waters, humidity
and air temperature, have not been installed as was
initially planned. Without such data and a minimum of
one-year monitoring period, the project of presentation
of the finds is not possible. ( I. Jemo )
Maintenance of archaeological sites
and villas
As per contract with the 'Vrtlar'
Co. from earlier period, two archaeological sites in
the City and three villas in Rijeka dubrovacka (suburbs)
are cleaned of weeds and vegetation every year. ( I.

Final archaeological research in the
eastern part of the City ('Na Andriji')
This segment could not be done as
the relative conservationist service could not provide
an archaeologist, and the amount at this voice has been
relocated (in agreement with the Ministry of Culture).
Strossmayerova Street
A contract on sewage and water systems
in one segment of the street was signed on October 24,
1997, for the amount of kn 342.850,00. The contract
also includes the hydro-isolation of the wall at # 12,
damaged by the sewage drains impenetrated from the existing
stone tubing that was hindered by a solid waste amassing
within.
The first temporary sit-rep was checked
and signed on Dec 18, 1997., for the digging works,
new water and sewage pipes worth kn 171.590,00. The
second sit-rep is of March 3, 1998., worth kn 45.228,00,
+ kn 9.950,16 of VAT ( total: kn 55.178,16). The third
temporary sit-rep was signed on July 31, 1998, worth
kn 25.067,71 ( kn 4.520,41 VAT including). The final
situation was authorized on August 24, 1998, for the
total of kn17.671,00 (of which kn 3.186,70 VAT).
The expenditures bid lists all the
necessary works foreseeable before the first digging
works, planning on the reconstruction of water and sewage
pipes along 40m of the street, which was approved by
the Dubrovnik Waterboard ('Vodovod).
Before the completion of the works,
the Waterboard demanded (and carried out) the junction
of the water system to the valve in Od Rupa Street,
causing additional costs by the new 8 m of the street
to be uncovered, the interruption of the sewage ditch,
new pipes had to be laid and the street had to be restored
to its original shape. All this amounted to an extra
cost of kn 14.850,00+VAT (signed on July 26, 1998 as
Addendum to the Contract). This exceeded the planned
costs by 4.22%. The works took much longer than by the
contract, for the impossibility of getting more labour
power, and the co-operants took long for their own installations.
For the shortage of space, digging works could engage
one to two hands at one time, some more at the mounting
of the 600mm tubes. Another limiting factor was the
leaking sewage, causing four instead of two control
valves - the sewage had to be re-connected incessantly
in order to allow for the works to go on.
A particular hampering factor was
the impossibility of using explosives; the stone section
had to be worked by hand, which contributed to a considerable
slow-down in the process.
Anyway, problems notwithstanding,
one can declare that the first undertake on the sewage
system of the historic centre of Dubrovnik has been
completed to a full success, also as an illustration
and help-reference for future works of this sort. (

Facade of the Jesuit Church ( St.Ignatius)
The stone torches on the top of the
facade were seriously damaged, so the first step undertaken
was to demount them. After the ruined originals, new
torches were made, and after the reconstruction project,
a long-time missing stone cross that makes the unity
with the torches, was also made. The new elements were
built-in, properly anchored and varnished with protective
paint. The height of the cross additionally demanded
an anti-lightning protection, an issue to be still done.
Bidding is underway for an accurate expenditures for
a lightning rod. (I. Jemo)
Church of St. Blaise
The first stage of the restoration,
organized and supervised by IRD, featured sanation and
restoration works of the three damaged statues above
the main facade (St.Blaise, Belief, Hope). Non-organic
and organic sediments were removed, damaged parts were
repaired, cracklings filled in, old metal parts were
removed and replaced by stainless steel, protective
coating was laid. The removal of the patina showed that
the scepter and the pastoral on the statue of St. Blaise,
and the cross on the statue of Belief, had originally
been gold-gilt. This presents an unexpected work which
is being negotiated with the Croatian Restoration Institute
(whose experts constantly follow each phase of works).

Marojice Kaboge 2.-4.
Completed is the 2nd phase of the
restoration. IRD is conducting the works on behalf of
the City of Dubrovnik, the investor and owner of the
Dubrovnik Libraries, to which the palace is assigned
( Library of Science, holdings moved out of the inappropriate
premises of the Skocibuha Villa).
4. Documentation, research works, etc.
Compiling of documentation comprises
facilities on which a action of sanation is planned.
It often happens that during or at the end of research
works additional documentation is needed (scanning,
analyses of the material, studies, etc.), especially
with such complex operations like with the burnt palaces,
churches, the Bishop's Palace. An enlarged scope of
action delays the terms and an action is completed at
the end of the year or is transferred into the next,
as has been the case with the church of St.James, the
Rector's Palace in Slano, the church of St. Blaise et
sim., with extra documentation and dues not settled
within the same year.

Additional architectural scanning
of the remnants in the interior, necessary for the reconstruction
project; main and tender projects for the sanation have
been completed. Underway is the obtaining of the construction
permit. (I. Jemo).
Široka 5. - Od Puca 17 . (burnt Đordic-Maineri
Palace)
Additional architectural scanning
of the stairway, the stone elements of the facade and
of the interiors of the whole palace. As per the decision
of the Expert Counseling Commission, the main project
has been enlarged to include the whole palace, not only
to its burnt segment ( ca. 1/3). Additional geo-mechanical
sonding of the basement, main and tender documents for
the whole palace have been completed. Underway is the
obtaining of the construction permit, while all other
approvals have been provided. (I. Jemo ).

Bishop's Palace - tender documents
The documentation-making process for
the documentation was adopted in 1997, after the main
project, defining the functioning of the palace and
the disposition of premises, was adopted to unanimous
consent of the experts and users. Four groups preceding
the sanation project were defined:
specialist separates with a selection
of exhibits from the fields of history, archaeology,
sculpture, painting and church ceremonial items;
a project of exhibition set-up, placing of objects in
apposite premises, so as to define the kind and disposition
of all installations;
an analysis of the building's resistance to earthquakes,
with a plan of solutions;
a programme of restoration works, describing and gauging
all kind of restoration works ( ceilings, walls, stone,
joinery, etc.).
Most time was engaged for the first of the phases -
the specialist separates : five authors were involved,
and their work was the prerogative for the next phase.
Another issue was a satisfying form of collaboration
with the Faculty of Public Engineering of Rome for the
third stage.
Hardships notwithstanding, the 1998.
saw the materialization of all that had been planned
for the continuation of the document work. All separates
were completed, and they defined the contents of the
museum part. Complete documentation will be worked out
over 1998/1999. in conjunction with the Faculty of Architecture/Institute
for Architecture, Zagreb.
Detailed architectural scanning of
the interiors has been completed, and computer-processed;
earlier scans have been transcribed digitally, so all
further documents can be handled electronically. For
the scanning, the Palace was thoroughly cleaned from
unusable material and waste ( with a participation in
costs by Dubrovnik Diocese). More valuable pieces of
furniture have been stored in the Palace's basement.
An interdisciplinary expert team of
the Croatian Restoration Institute conveyed a detailed
inspection and , based upon it, elaborated a programme
of restoration works.
After an earlier decision of the Expert
Counseling Commission, professor Croci of the Faculty
of Public Engineering in Rome has made the main project
of the resistance on earthquakes of the existing construction,
with the suggestions for sanation (adopted by the Commission).
In 1998. location permit has been obtained
for the sanation as planned.
All the elaborates and projects will
serve as fundaments to the team to make the main project
of the interiors, without which the main and tender
projects are not possible. The main project is expected
to be completed in early May, 1999., when it will be
possible to request the construction permit and, based
on which, tender documentation will be pursued. Restoration
works can be expected to begin in mid 1999., according
to the available funding. (I. Jemo)
Architectonic scanning of the historic
City
The scanning has continued according
to the Programme, i.e. of one block in the northern
and one block in the southern part of the City. Completion
foreseen: end January, 1999. Scanning is carried out
after the criteria and norms set by the programme made
by the IRD's expert team, including a set level of tender
documents in scale 1:50, photographic documentation
of stone elements, listing of population, gross and
net area. The scans are also saved on floppy disks.
Unscanned so far : 35%. (I. Jemo ).
GIS (Geodetic Information System) of
the City of Dubrovnik
This ample project contracted in late
1997. With a participation of State Geodetic Directorate,
has been completed and handed over to IRD for further
peruse. The project was subsided by 50% by the Directorate.
Pending is the insertion of the project into the system
of State Land Registrar, that implies an authorization
by the Directorate and a revision by the Faculty of
Geodetic Studies in Zagreb. (I. Jemo ).
Church of St. George at Pile - project
Completed is a detailed expenditure
list, with designs of the reconstruction of the damaged
stone elements - the distyles, door-posts and the rose
vault on the facade, and the restoration of the roof
and joinery. Available funding has enabled only for
the contracting for the facade, while the restoration
of the roof and joinery, and the completion of the constructional
restoration interrupted in a final stage by war aggression
in 1991., should be planned for the next year. (I. Jemo)
Rector's Palace, Slano - restoration
project
Unresolved ownership status delayed
the project until the end of last year, when the main
project of architecture and construction were agreed,
all in consent with the owners and future users (i.e.
Dubrovacko primorje Municipality, 'Atlas' Travel Agency).
The project has been passed on for preliminary authorization
by the Conservationist Service, Dubrovnik (conservationist
directions were done by the Conservationist Chapter,
Split). Main project can be completed only after the
consent of the liable protection office. (I. Jemo )
Church of St. James - restoration project
By the architectural scan, contracted
was the documentation for the restoration of the church.
First part of the conservationist documentation had
been finished, underway is the main project of construction
and restoration of the facade. The sensitivity of the
undertake and the major damages on the facade, required
several expert examinations by the Faculty of Public
Engineering, Zagreb, defining what kind of documentation
is needed; the contract was so made only in late 1998.

Constructional sanation of the Church
of St. Blaise - project
This could hardly be classified as
a classical restoration project; it rather goes for
a complex documentation evolved over different stages,
from a detailed architectural-photogrammetric scanning,
cost estimation and description of restoration works
to the project of the sanation of the stone cornice.
The previously contracted photogrammetric
scan has been completed, presenting a unique approach
to the make of the documentation of the existing situation.
The facade and the interiors have been scanned through
a combined technique. For the abundance of details,
the 1.5 scale and lost of manual scanning (for the inaccessibility
of some details), the work extended over the whole year.
For the first stage of the restoration
of the sculptures on the facade (St.Blaise, Belief,
Hope), IRD requested an expenditure list of restoration
works by the Croatian Restoration Institute, Zagreb,
which then served as grounds for bidding.
The second stage should see the repairs
of the heavily damaged, highly profiled and outstanding
stone cornice in the eastern and western corners of
the church. Several expert examinations have come to
the conclusion that the damages are local, i.e. not
requiring significant constructive actions over the
entire building. For the cornice, in coordination with
the Croatian Institute for Restoration, an expenditure
list has been made with detailed descriptions of necessary
works which will involve the IRD and the present contractor
(Gradevinar-Quelin). It goes for a complex work of dissembling
of old and mounting of new parts of the cornice, with
the most decisive participation of restorers and stonemasons.

5. Publicity / Marketing
January 1998 : 'Dubrovnik', exhibition
by photo-master Damir Fabijanic, Historical Museum,
Krakow, Poland, in conjunction with the Embassy of Croatia.
March, 1998 : an exhibition of photographs
on the restoration of Dubrovnik (one segment of the
big 'Dubrovnik' set-up) at Deutsche Welle head building,
Cologne, Germany; in collabration with Deutsche Welle.
July 1998 : 'Trogir and Porec - Cities
of World heritage'; exhibition in Dubrovnik.
April, 1998.: In collaboration with
the City of Dubrovnik, IRD participated in the 'Hymn
of Peace' (planetary children's chorus, for the benefit
of the protection of environment and heritage).
By the recommendation of the Organization
of World Heritage Cities, IRD conducted a poll with
the visitors to Dubrovnik in the high season.
Materials for possible donators were
prepared (photos, expenditure lists, elaborates, clip
copies).
Hamburg Bank contributed a donation
of DM 20.000,00 for the sculptures on the facade of
St. Ignatius' Church (transmitted thru mediation of
IRD).
International Trust for Croatian Monuments
contributed to the restoration of one of the quatrefoils
in the cloister of the Franciscan Monastery (transmitted
directly to the Monastery).
Agreements for several events were
done in 1998 , i.e. for exhibitions in Estonia, Argentina,
Uruguay and Brazil. Materials are being prepared (Beta-version
of the 'Restoration of Dubrovnik' video, texts, translations),
to be pursued in 1999. All collaboration mainly with
the Ministry of Foreign Affairs of Croatia and the relative
Croatian embassies.
An intensive information and collaboration
with the media went on in 1998., thru IRD's information
on actions to the local media, and the information to
the international press in Dubrovnik.
Web-pages in English were updated,
including data on IRD's actions, facilities under restoration,
materialized or requested donations. (D. Zvrko).
Summary
From the above, it is evident that
for the Programme, the central budget has allocated
an amount of kn 435.000,00 less than planned, and that
the realization engaged kn 507.573,59 more than planned
( i.e. a total of 942.573,59). The difference has been
covered with the income from interests, from our own
resources ( supervision for the Ministry of Renewal
and Development), with some cuts in current expenses,
with the indemnity from the legal process with Atlas
Travel Agency, with the cotization for bidding documents.
Uncovered remains the total of kn 381.257,59.
The loss has been covered temporarily.
IRD's suggestion to ( IRD's ) Council:
to lodge the request by the Ministry
of Culture to transfer the planned total;
to consent on the coverage of the
loss from the 1999. Programme, with a proportional reduction
of the voices for the amount of the loss;
to consent to cover the loss from the income of sold
property.

IRD's Staff
On January 1, 1998. , IRD employed
21 on full-time staff , and 1 on part-time (replacement
for an employee on leave), with professional break:
1+1 unqualified, 7 qualified, 13 highly qualified.
On December 31, 1998, IRD employed
18 on staff, plus 1 part-time (replacement): 1 + 1 unqualified,
7 qualified, 10 highly qualified.
Three of the staff have left the IRD,
all three public engineers. The reduction, however,
did not cause significant delays to the Programme -
the assignments were re-distributed, one part-time hand
was engaged for the works on the church of St.Ignatius,
one of the staff 's former assignments in the surroundings
of Dubrovnik were redefined.
For the fact that in this period the
formal status of IRD has not been defined, any assumption
of new employees has been postponed and will be adapted
to the new organization as defined.
Property Sale Funds
As by the 1996. and 1997. Reports,
respectively, IRD's bank account has a voice on kn 1.768.770,71,
the amount allocated by the Ministry of the Interior
for the so-called 'substitution housing' in A. Hebranga
at 31. The funds have been put on hold until the definition
of IRD's status.
However, IRD has used some of those
to 'bridge' the dues when the budget allocations were
late. The IRD's Executive Coordination allowed to IRD
to loan one part of these funds under all legality,
and with a stipulation that 50% of the interests are
added to the capital asset, and the remaining 50% to
the IRD's Restoration Programme.
