PRESENTATION
1.
Restoration of roofs
By
the records of the IRD and of the DPCH, the war
aggression in 1991.-1993. caused damages
to 824 facilities, i.e. to 78800 m2
of roofs. The damages are ranged from Cat. I -
IV; nine buildings burnt out completely.
In
the first stage of the restoration that comprised
emergency interventions aimed to protect from
precipitation and further decay, the roofs were
covered with plastic, tar paper and other available
materials provided by the City of Dubrovnik, local
companies and donations from the country and from
abroad.
Further
course of works on the roofs within the historic
unit of Dubrovnik was set by the Ministry of Development
and Renewal of Croatia, comprising removals of
damaged roofings and roof tiles, their replacements,
including the replacement of sills and roof drainages,
but not comprising any construction works provoked
by the damages by earthquakes and an anti-quake
sanation.
The
restoration of roofs commenced in 1994., by the
priority list of the former Housing Fund of the
City of Dubrovnik which in its turn restored some
of the roofs through the Croatian Bank for Renewal
(HKBO) that financed the labour, and the Spanish
tiles were provided by the Restoration Programme
(i.e. thru Government funds).
Equally,
one portion of the roofs were renewed after the
decision of the IRD's Executive Coordination's
Council, as an emergency for all cases endangering
either the facility itself or human lives (tenants
or passers-by). A smaller number of roofs was
repaired as integral parts of the facilities encompassed
by the Restoration Programme in 1995. and
1996.
In
1997. and 1998. the restoration of roofs in the
historic centre of Dubrovnik was assisted, however
with minor funding, by the Ministry of Renewal
and Development of Croatia, specially on
the account of the earthquakes in 1995. and 1996.
that pejorated the earlier damages further still.
Bad
roof conditions and the impossibility of living
in the attics (less so on lower floors) forced
a small number of individuals to repair at least
parts of their roofs with their own means, with
the cost-free supply of the Spanish tiles by the
IRD.
The
damaged roofs continuing to be in bad state,
and for a general discontent of the tenants/residents
of the historic centre of Dubrovnik (more than
100 demands for urgent interventions have been
lodged), make this part of the programme an absolute
priority.

The
special Spanish-style roof-tiles are made by the
tile factory in Bedekovčina (Croatia), based on
a long-term contract. Transportation, storage
and distribution are done by the particular user
( IRD, Ministry of Renewal and Development, owners
and users of facilities).
The
deposit of rubble must be emptied by the sea.
The
1999. Roof Restoration Plan will restore the roofs
north of Prijeko Street to the northern part of
the City Wall, the quarter of St. Mary, the central
part of the City, several facilities along the
Od Puča Street, and the facilities by the separate
programme of the Executive Coordination, a total
of 6.000 m2.

Church
of St. Blaise
The
damages of the main cornice require a constructional
sanation, and a sanation of the ornaments tied
to the cornice thereof. Should the opening of
the walls and the early works unveil major damages
on the construction of the church, additional
funding will be inevitable.

Sanation
of the eastern facade with the stone elements
heavily damaged by atmospheric factors and the
war aggression.
Work
to be conveyed after the completed and approved
project and expenditure list. A smaller
portion of sanation works (decorative stone torches,
the cross) is underway and was begun earlier because
of the danger the elements presented to passers-by.

Church
of St. George at Pile
The
removal of the damages caused by the 1979. earthquake
(constructional sanation) begun before , and was
interrupted by the war. To be carried out is the
sanation of one portion of the fundament. Alongside
the damages of war, the church has suffered the
effects of the vicinity of the salty water - the
cause for the beginning of the restoration of
the stone elements on the facade in 1998.

Maintenance
of archaeological sites and villas
A
continued care for the researched archaeological
sites in the City, and of the three villas in
Rijeka dubrovačka (suburban area): 'Restić', 'Škaprlenda',
'Gučetić-Lazarević'. The maintenance implies safety
against intruders, clearing of weeds and vegetation
endangering the constructions.

Documentation
The
Programme foresees the completion of the earlier
approved and contracted documentation for the
Bishop's Palace and the Church of St. Blaise,
respectively, including all the necessary stages,
from photogrammic scanning, project and supervision
of in-built elements.
Additionally,
planned are some minimal means for documents and
the project of the sanation of the chapel of St.
John the Baptist at Kono, and the chapel
of St. Kuzma and Damjan by the very Bishop's Palace.
To be continued is also the architectonic scanning
of documentation on the state of the matter of
the building heritage of the historic centre,
ongoing for a number of years reaching about 60%
of completion so far.

Defined
are the projects, including the main and tender
documents of architecture, construction, conservationist
and restoration works and a project of museum's
set-up. Contracting has been approved by the Faculty
of Architecture, Zagreb. Completion of the documentation
in the first quarter of 1999. demands the remaining
portion of funding.

Systematic
documentation of the state of the matter of the
architectural heritage in the historic centre
will be pursued, including architectural scanning
of the remaining segments (scale 1:50) to the
phase of tender documents, with the compulsory
photo-documentation. 1999. should see the scanning
of four larger blocks in the very centre, coded
as B74, B75, B76, B77, gross area of approx. 8.000
m2, all north to Strossmayerova Street.

The
chapel is located within the heritage area, its
stone facade and roof damaged by the war aggression.

The
removal of promotion/marketing funding by the
Minister of Culture has caused some doubts about
the reality of the mid-term plan adopted by the
Committee for the Restoration of Dubrovnik. As
the staff remains the same, there is a minimal
plan for these activities to be sponsored by the
non-budget revenues.
Photo-exhibition
'Dubrovnik' by Damir Fabijanić (refreshed by a
new segment on war damages) will take place at
the beginning of March, 1999 in Tallin, Estonia,
organized by the Ministry of Foreign Affairs and
the Embassy of to Estonia, and by the city of
Tallin that bears the expenses.
Same
exhibition should tour South America between May
and September, 1999. (confirmed so far: Buenos
Aired and Montevideo, negotiated still Brazil
and Chile). Organization: Croatian Ministry
of Foreign Affairs and respective embassies. Sponsoring
by host countries/cities (transportation to be
provided by a Croatian shipping company).
The
traditional presentation of the cities from the
UNESCO's List of Heritage, organized annually
(July 9) in conjunction with the Dubrovnik Summer
Festival is planned in 1999.,too. In collaboration
with the Croatian Mission to UNESCO in Paris and
the City of Dubrovnik, IRD is to take part in
the presentation of the Croatian cities on the
List of World Heritage and those on the
tentative list. Also, with the City of Dubrovnik,
we intend to celebrate the World Heritage Cities'
Day.
The
conclusion of the tour in South America will also
conclude the whole cycle of the presentation,
and the exhibition will be permanently displayed
in the ground floor of IRD's headoffice (premises
currently used by State Commission for Estimation
and Registration of War damages). The opening
of the exhibition at IRD is also meant to mark
the 20 years of IRD's existence and operation.
