RESTORATION
OF ARCHITECTURAL HERITAGE OF DUBROVNIK
ANNUAL PROGRAMME 2001
INTRODUCTION
The 2001 Restoration Programme
of the historic centre of Dubrovnik is conceived on
the basis of the fact that the Institute for the Restoration
of Dubrovnik (IRD) is responsible for the monuments
of cultural heritage inscribed on the UNESCO World Heritage
List (with exception of Franciscan Monastery), whereas
the Directorate for the Protection of Cultural Heritage
- Conservation Unit Dubrovnik (DPCH) deals with all
other monuments in the Dubrovnik-Neretva County. According
to the Law on Amendments and Supplements of the Law
on the restoration of the Dubrovnik's Endangered Architectural
Heritage (NN 128/99), all founders of IRD provide for
funds for the implementation of this programme proportionally.
Certain aberrations can be expected, due to the fact
that mutual contracts between founders and contracts
between founders and IRD were not signed when this programme
was being elaborated.

All figures in gross amounts: the Institute is liable
to VAT.
From its total income, the Institute
must allocate 2% for the housing of the Invalids of
Homeland War and the families of the killed, died, captured
and missing soldiers.
PRESENTATION
1. Restoration
of roofs

This is the continuation of restoration
of roofs in the historic centre of Dubrovnik, i.e. elimination
of damages caused in war, 1995 earthquake and further
deterioration caused by weathering factors. The 2001
plan comprises roofs of third category of damage and
some repairs on lowest categories when they are parts
of the same blocks. The third category is priority for
2001, as the Ministry of Public Works, Renewal and Construction
is in charge of the 4th category.

Funds for tiles are not planned, except storage and
distribution costs, since the necessary quantity of
tiles have been secured already.
2. Participation in the restoration
of stone elements on gutted palaces and houses

This programme is based on the previous
agreement with the Ministry of Public Works, Renewal
and Construction which is in charge of restoration of
palaces and houses of the 5th category of damage, and
IRD participates in the restoration of stone elements.
3 Ruder Boškovic Square

The arrangement of Ruder Boškovic
Square comprises several segments: covering of ruin
of house on the North, lighting, drainage and pavement
of the square.
Considering that this is the most
important Baroque compound in the city, the first proposal
of its arrangement was discussed on the Expert Advisory
Commission, at the session held on November 7, 2000.
It was decided that the arrangement be divided into
two phases. The covering of the ruin is planned in the
first phase. The project was made by arch. Dilka Bobanovic
and the Conservation Unit gave consent on the project
which is now ready for implementation. Follows the solution
of drainage and pavement.
4 Construction of service bridge in
the City harbour

Service bridge in the City harbour
would serve for transport of building material and removal
of rubble, in order to preserve the stone bridge in
St. Dominic Street by the Revelin Fortress. Also, the
City harbour is planned to be consolidated, so that
the deposal of rubble will no longer be possible there.
In addition, the old city harbour cannot be used for
this purpose in summer season, and the construction
of a service bridge seems like the only solution. It
would also enable the restoration of the existing stone
bridge, by directing all traffic to the Service Bridge.
5 Well head in the palace in Miha Pracata

The well is in Muratti house, Miha
Pracata 6. The restoration of the house has been completed,
and the well head is to be replaced according to the
project made by the firm Arhitect d.d., Dubrovnik (project
leader Lucijana Peko, arch.). The well head is so severely
damaged that the restoration is impossible. The original
would be kept in the Institute for the Restoration of
Dubrovnik and replaced by a replica on the site.
6 Maintenance of villas and archaeological
sites

The maintenance of villas comprises
the greenery in the gardens and some minimal repairs
of buildings (locks, openings and similar).
The repair of iron grids and fences
above the archaeological site Na Andriji is in the programme,
as well as the repair of drainage canal at the same
site (Gracanin house).
7 Replacement of seismographs

The Seismologic Service of RC is in
charge of seismographs placed in Dubrovnik after 1979
earthquake. The seismographs are at the following locations:
Sponza Palace, Rector's Palace-City house-Theatre-Cinema
block and Institute for the Restoration of Dubrovnik.
The seismographs are over 20 years old, and will be
gradually replaced. Two devices in the Institute for
the Restoration of Dubrovnik, Cvijete Zuzoric 6, will
be replaced in 2001.
2 Church of St. Blaise

The war damage has been eliminated,
statues on the façade and the main cornice restored.
Elaboration of the consolidation project and beginning
of works is planned in the third phase.
3 Injection of walls

The injection of walls is carried
out in order to consolidate the blocks of houses making
part of the architectural heritage of Dubrovnik. IRD
will finance the documentation, and the Ministry of
Zoning and Environment is in charge of implementation
of works.
4 Structural repair and damp-proof insulation
of the Rector's Palace

The repair of damp-proof insulation
started in 2000 and continues in 2001. Simultaneously,
research and monitoring of the state of construction
is conducted, based on the programme made by the Faculty
of Engineering of the University of Zagreb.
5 Underground of the Cathedral and Bunic
Square

After monitoring of the microclimate
in the underground of the Cathedral and Bunic Square,
starts the elaboration of the project of its presentation.
The gross area is 1000 m2. The project will be based
on the programme that was made before the war.
6 Digitalisation of architectural surveys
for 5 blocks

In order to implement the programme
of the creation of a documentation centre for the historic
centre of Dubrovnik, the entire documentation must be
digitised and processed. The architectural surveys made
before 1996 must be adapted and verified: ca 160.000
m2 of the gross area, i.e. 110 blocks.
7 St. George Church in Pile

The completion of the restoration
works, started in 1997, is foreseen in 2001, including
the consolidation of foundations, final plastering and
arrangement of the small cemetery.
8 Architectural scanning

The completion of architectural scanning
of the blocks of houses (see map) is foreseen in 2001,
followed by elaboration of study including the use of
space, residents and their structure, ownership and
legal data.
9 Restoration of the old city harbour

The 1st international seminar: Culture
– A Driving Force for Urban Tourism (see programme in
enclosure) will be held on May 17-18, 2001 in Dubrovnik,
in the organisation of IRD and the Institute for International
Relations – Culture Link from Zagreb. The Institute
Open Society – Croatia, Croatian Tourist Board and Ministry
of Tourism of RC will support the project. The seminar
is conceived annual event, to be held every year.
The international CIAS seminar will
be held in Dubrovnik from April 28 to May 5, 2001, organised
by Centro Internazionale di Aggiornamento Scientifico
from Italy and IRD as co-organiser.
Several exhibitions are planned in
IRD exhibition hall in 2001: GIS, Šibenik – World Heritage
City, Homeland war – 10 years after and others.
IRD's specialists will attend following
international congresses: Euroleisure Holland 2001 in
Amsterdam, Croatia in modern tourism in Porec, 6th International
Congress of OWHC in Puebla and 1st Croatian Congress
of Art Historians in Zagreb. Negotiations are conducted
with the firm Tondach from Bedekovcina on the joint
presentation at the Restoration and Conservation Fair
in Leipzig.
Work of the Institute for the Restoration
of Dubrovnik in 2000
Along with the implementation of its
programme, IRD will work on the transformation of its
status from administrative organisation into a public
institution, in keeping with the stipulations of the
Law on Amendments and Supplements to the Law on the
Rehabilitation of Dubrovnik's Endangered Architectural
Heritage (NN 128/99).
RESTORATION OF ARCHITECTURAL HERITAGE
OF DUBROVNIK
MEDIUM-TERM PLAN 2001-2005
INTODUCTION
The medium-term plan is stipulated in art. 6-9 of the
Law on Amendments and Supplements to the Law on the
Rehabilitation of Dubrovnik's Endangered Architectural
Heritage (NN 128/99). The plan is based on following
premises:
Annual plan for 2001 was defined before
the elaboration of this medium-term plan.
The assumption is that the budgetary
funds for the restoration of the architectural heritage
of Dubrovnik will stay at the 2001 level.
In line with the Law on Amendments and Supplements to
the Law on the Rehabilitation of Dubrovnik's Endangered
Architectural Heritage, the founders of IRD are bound
to secure proportional funds for the restoration programme.
Local authorities have already expressed qualified acceptance
of the mentioned commitment, especially for 2001 and
2002, until adoption of new prescriptions on the decentralisation
of the budget.
In the medium-term period, the process of privatisation
and denationalisation is expected to be completed.
New regulations are expected concerning mortgage, refund
of funds invested in restoration, donations, concessions
and heritage rent.
The interventions on the architectural heritage are
divided into three groups:
1. Infrastructure
2. Elimination of war and earthquake damage
2. Revitalisation
1. The main problem of infrastructure
in the Dubrovnik centre is water supply and sewage.
The existing water supply system cannot ensure necessary
quantity of water. This is essential for a good quality
fire-prevention, and it is often impossible to obtain
certificate of occupancy for the restored buildings
in the city centre. The works carried out so far were
just urgent repairs, with the exception of the reconstruction
of water supply system in Strossmayerova Street.
According to the original plan, works
on the telephone, power, water supply and sewage networks
should have been carried out simultaneously, but as
the water
company "Vodovod" had financial
problems, other actors started to carry out works individually.
The City of Dubrovnik conducted negotiations
with the European Bank for Reconstruction and Development
as possible investor. The agreement could not be reached
because the City of Dubrovnik was unable to assume international
credit. In addition, the development of technology and
change of ownership-structure impose some modifications
of the original plan. For this reason, we have included
the correction of existing and elaboration of new infrastructure
projects in this plan.
Other large infrastructure intervention
is the old city harbour, involving urgent repair of
both big and small piers and subsequent repair of the
jetty Porporela and Kaše breakwater. The Port authority
is in charge of these works, whereas IRD will ensure
engineering and consulting.
The construction of a service bridge
between the Fish Market and Revelin Fortress, as the
precondition for the implementation of this part of
the programme, is planned for 2001 as joint investment
of the City of Dubrovnik and IRD.
1. The elimination of war damage includes
the completion of works on the restoration of roofs.
Third category is planned for 2001 and 2002, and all
other damages should be repaired in 2003 and 2004. There
is a problem with 4th category damages from previous
programme of the Ministry of Public Works, Renewal and
Construction. In certain cases, the owners or users
were given compensation in money for the restoration
of the roofs of their houses, and some of those roofs
were not properly restored.
The medium-term plan comprises the
elaboration of consolidation projects for buildings
damaged in 1979 and 1995 earthquakes and projects of
consolidation of blocks of houses by injection.
The building permit for the Bishop's
Palace has been obtained, and funds for its implementation
should be secured from the Ministry of Culture and Dubrovnik
Diocese. IRD would ensure engineering and consulting.
The arrangement of Ruder Boškovic
Square is also planned in the medium-term period.
2. The development of tourism up to
1985 had positive impact on the number of residents
and businesses in the historic centre of Dubrovnik.
The construction of new tourist facilities was planned,
especially in Pustijerna district, and change of function
of some palaces was envisaged. Some families were given
new flats outside the old city (mostly in Gruž area),
and the projects concerning tourist facilities were
not implemented. A number of small businesses also moved
from the old city for various reasons (construction
of better quality business premises outside the Old
City, easier access, etc…).
There is an obvious tendency of depopulation
of the old centre of Dubrovnik in the last 4-year period.
The age and social structure of the remaining residents
is unfavourable for even ordinary maintenance of the
houses within the city walls.
In the medium-term plan, we propose the redefinition
of plans concerning archaeological sites Pustijerna
and Na Andriji, by an appropriate system of concessions.
The problem of archaeological site in the courtyard
of the elementary school "Grad" should be
solved in conjunction with the Ministry of Education.
In the medium-term period, the City will complete the
programme relative to the Revelin Fortress.
