INFORMATION
ON THE FULFILMENT OF THE PROGRAMME OF RESTORATION OF
THE ARCHITECTURAL HERITAGE OF DUBROVNIK IN 2000
INTRODUCTON
Some changes occurred in the Programme for the restoration
of the architectural heritage of Dubrovnik in 2000,
due to the fact that the state budget for 2000 was adopted
later than planned. Meanwhile, the Law on the Amendments
and Supplements to the Law on the Restoration of the
Endangered Architectural Heritage of Dubrovnik came
into force. The overall programme was divided between
the Institute for the Restoration of Dubrovnik and the
Directorate for the Protection of Cultural Heritage,
Conservation Unit of Dubrovnik, so that IRD was in charge
of the historic centre inscribed on the UNESCO World
Heritage List and DPCH for all the other monuments in
the Dubrovnik-Neretva County, plus the Franciscan Monastery
in Dubrovnik which is under special financing system
of the European Bank.
This report is relative to the Programme
of restoration of the architectural heritage of Dubrovnik
in charge of the Institute for the Restoration of Dubrovnik.
The programme was adopted by the Administrative Council
of the Institute for the Restoration of Dubrovnik.
LEGAL ISSUES
The Law on the Amendments and Supplements to the Law
on the Restoration of the Endangered Architectural Heritage
of Dubrovnik came into force in December 1999. In keeping
with this Law, the Institute for the Restoration of
Dubrovnik as administrative organisation had to be transformed
into public institution. The Law defines founders of
IRD: Republic of Croatia 60%, Dubrovnik-Neretva County
20% and City of Dubrovnik 20%. It was thus necessary
to prepare mutual contracts between founders and contracts
between founders and IRD, and to propose Statutes of
the new institution. The Administrative Council of IRD
was constituted on May 16, 2000. The above-mentioned
acts were adopted on the constitutive session. The Dubrovnik-Neretva
County and the City of Dubrovnik adopted these acts
subsequently. The adopted acts were forwarded to the
Government of RC for ratification, after which it will
be possible to start procedure of the inscription of
IRD as public institution in the Court Register.
As in 2000 IRD was not constituted
as public institution, the existing IRD submitted the
proposal of Programme for 2000 to the Administrative
Council. The Programme was adopted by the latter on
May 16, 2000.

The differences between planned and
implemented programme are due to the fact that the financial
year was extended to January 20, 2000. On the other
hand, the delay in the implementation of plan for the
Rector's Palace is the result of the decision of the
Expert Advisory Commission for the restoration of Dubrovnik,
according to which the monitoring programme was modified.
All items referred to in 2.6 are works
contracted earlier and continued in 2000, except the
Scientific Library and Revelin Fortress. Funds for the
Scientific Library were secured by the "Dubrovnik
Libraries" from Dubrovnik, and for the Revelin
Fortress, funds were secured by sale of property and
transferred to the account of the City of Dubrovnik.

liable to 22% VAT.
From its total income, the Institute must allocate 2%
for the housing of the victims of Homeland War.
2.1. Restoration
of roofs
The restoration of roofs comprises the elimination of
damage caused during the Homeland War and in the 1995
earthquake, as well as the repair of used and neglected
roofs. The Commission for assessment of war damage has
recorded 438 roofs hit directly and other 314 indirectly.
It was thus necessary to determine priorities. Roofs
of 5th and 4th category of damage were excluded from
the list, because 5th category was covered by the Programme
of restoration of gutted palaces and houses, whereas
the 4th category was covered by the Ministry of Public
Works, Renewal and Construction.
In determining priorities, the Institute for the Restoration
of Dubrovnik took the value, significance and location
of the building as important criteria, and considered
that the restoration of roof is a right of the building
and not of the owner or user. In order to rationalise
costs, some smaller damages were eliminated as well.
All requests made by the City, Church and various entrepreneurs
were met, and the works were carried out without obstructing
tourist season, Summer Festival, St.Blaise feast, New
Year's Eve and other public events. The decision of
the Port Administration of the Dubrovnik-Neretva County
according to which it was forbidden to use the city
harbour for removal of rubble during the summer season
(from April to October) was one of the biggest problems.
The election promises on the fast
restoration of all roofs caused additional pressure.
All requests had to be collected (replacing the principle
of the right of building by the right of owner or user),
and the 7.000.000 DM contract on restoration of roofs
was publicly signed, with an international loan in view.
In the same time, the priority list for 1999 was changed
and reduced from 26 to 20 buildings, of which only 6
from previous list, as indicated in 1999 report. As
a result, the priority list for 2000 was burdened by
14 remaining buildings (excluded from the 1999 list)
and all newly accepted priorities, with very little
room left for autonomous choice of priorities by the
Technical co-ordination of the Institute for the Restoration
of Dubrovnik.
In 2000, the rubble was dealt with
like before, with one difference. Instead of carrying
out activities related to the rubble deposal and removal,
the Institute found a contractor for these works. But
the real problems remained the same: impact of transport
of rubble on the bridge between the Revelin Fortress
and St. Dominic Street and impossibility of use of the
old city harbour for this purpose in summer season.
It was also impossible to use the old harbour during
the stay of the aircraft carrier of the US 6th fleet
after the tourist season. Similar problems can be expected
in future as well. This is why it was decided to build
a service bridge between the old harbour and Tabor area.
The works will start already in 2001.
As agreed with the Ministry of Zoning
and Environment, the complex of the former prison in
Brace Andrijica Street was added to the programme of
the restoration of roofs (see 1.2 of this report).

In 2000, we used tiles "Libertas"
and "Dubrovnik" (red and ochre), purchased
in 1999 from Tondach – Tile Factory Bedekovcina and
stored in the Dubrovnik Port. The storage in the Port
caused some problems, as the Port is a border-zone,
and special taxes were required, increasing the cost
of restoration. Negotiations for alternative storage
have been conducted in 2000.

Dubrovnik Port on December 31, 2000, was as follows:

As in previous years, the Institute
for the Restoration of Dubrovnik delivered the tiles
also to the Conservation Unit in Dubrovnik for the needs
of their programme.
In arrangement with the Conservation
Unit, tiles were given for the restoration of classified
buildings which were not in the programme, on the request
of citizens and legal persons, local administrations
from the Dubrovnik area, churches, associations, veterans
and invalids of the Homeland War, etc….

2.2. Participation in restoration of
gutted palaces and houses
This programme was implemented completely.
The palaces Od Puca 11, Od Puca 17-Široka 5 and Sv.Josipa
11 were burned out in the war and restored by the Ministry
of Public Works, Renewal and Construction, whereas the
Institute for the Restoration of Dubrovnik participated
in restoration of stone elements which are not included
in the programme of renewal for the 5th category of
damage.
2.3. Final works on consolidation of
St. Blaise Church
The Baroque Church of St. Blaise was
heavily damaged in the war. After the restoration of
the northern front and balustrade in 1996, stone from
the main cornice started to fall down. The church was
included in the restoration programme, and the scaffolding
was mounted on its NE and NW corners.
As any technical documentation was
available, the Institute for the Restoration of Dubrovnik
organised the photogrammic and architectural survey
with all architectural details on fronts and in the
interior of the church. It was a kind of pilot project
of complex architectural survey combined of photogrammic
and manual technique. The documentation was processed
and stored on CD, presented also in original foil and
three ozalit copies.
In the same time the restoration,
consolidation and repair of three stone statues (representing
Faith, Hope and St. Blaise) was carried out in collaboration
with the Croatian Institute for Restoration.
After the architectural survey, the
project of consolidation of damaged corner consoles
and drainage was prepared. Works were carried out by
the end of 1999 and completed at the beginning of 2000,
under the supervision of the Institute for the Restoration
of Dubrovnik and the Croatian Institute for Restoration.
The final report of the Croatian Institute
for Restoration highlighted the need of continuation
of consolidation works on the northern front. There
is a diagonal crack in the central part of the front,
indicating structural damage, as well as some surface
damages on the stone. Parts of cracked blocks could
fall down any time, and it is a serious threat for passers-by.
It is thus necessary to continue works on the complete
consolidation of the stone front of the church.
Following works were carried out from
1997 to 2000: protection scaffolding, photogrammic and
architectural survey of the building, restoration of
the statues, restoration supervision and consolidation
project, mounting of working platform and repair works
on corners. The total spent so far is 1.501.47,00 kn.

2.4. Repair works on the Rector's Palace
The main problem is to detect causes
of humidity and cracks on the columns. Research and
sounding were conducted previously.
The project of damp-proof insulation
of the terrace has been elaborated, and works of 268.151,12
kn contracted. The Civil Engineering Faculty is working
on the detailed research programme, on the suggestion
of the Expert Advisory Commission.

2.5. Documentation
Architectural survey of buildings
within the city walls has been carried out systematically
since 1979 earthquake. The architectural survey is the
first phase of the protection of architectural heritage.
It allows a good quality restoration after various disasters,
based on good documentation of the original state. It
was very valuable after the war, when we had architectural
surveys of every destroyed and damaged building before
damage.
At the beginning, surveys were made
on the level of general design. Later on, during the
elaboration of projects and implementation of works,
appeared the necessity of having architectural details
and other data as well (list of residents, useable surfaces,
description of materials, photo-documentation, etc…).
The surveys are made in 1:50 scale, adapted to the scale
of the implementation projects.
The course of survey depended on funds
available for the purpose, and was interrupted during
the war and 5-year post-war period.
The central part of the city, most
damaged in both earthquake and war, have been surveyed
completely (ca 75% of gross area). Other parts of the
city are planned to be surveyed until 2002.
All data (some 4000 matrices) have
to be computerised, in order to integrate the overall
image of the city and enable the use of such base by
various subjects. This work will depend on funds available
for the purpose.

2.5.1. Ruder
Boškovic Square
The Institute for the Restoration of Dubrovnik organised
an exhibition and public debate on the general scheme
of pavement of the Square. The problem was discussed
on the last session of the Expert Advisory Commission
in 2000. The elaboration of project of covering of the
ruin on the northern side of the Square is in course.

have double purpose: museum of sacral art and Bishop's
residence. The main project was completed in 2000, and

c) GIS – Geographic Information System
of the City of Dubrovnik
The programme was defined as early
as 1990 and modified in 1996. In 1997, detailed survey
and pilot-project of the information system for the
old centre of Dubrovnik was ordered from the Geodetic
Faculty from Zagreb. The project was subsided by 50%
by the State Geodetic Directorate. Parts of the project
were handed over to the Institute for the Restoration
of Dubrovnik in 2000 for further use. As the State Geodetic
Directorate failed to revise the project, total amount
have not been paid.

OTHER ACTIVITIES
Collaboration with other ministries
and State and local authorities
In 2000, the Institute collaborated
with the Ministry of Public Works, Renewal and Construction
by participating in the restoration of gutted palaces
and houses (see 2.2) and carrying out supervision within
the framework of the programme of the mentioned Ministry,
on the basis of a signed agreement.
Contract was signed with the Ministry
of Environment and Zoning on the elaboration of documentation
and restoration works. Engineering and consulting were
free of charge.
As the Institute's stuff was involved
in records and assessment of the war damage, the Ministry
of the Interior directed investigation teams of the
ICTY to the Institute in order to collect data. The
Institute collaborated with the mentioned Tribunal and
sent reports to the Office for collaboration with ICJ
and ICT of the Government of RC.
The Institute collaborated with the
Seismology Service of the RC, as two seismographs are
placed in the Institute's premises. We also continued
the collaboration with the Geodetic Directorate of the
RC on the common project of GIS of the City of Dubrovnik.
The collaboration with the Dubrovnik-Nerteva
County was secured through the County Office for Zoning,
Housing and Environment. In spite of delays, we have
obtained in 2000 all the necessary permits for gutted
palaces and houses and for the Bishop's Palace. Pending
is the supplement of permit for the Scientific Library.
The Institute collaborated with the
City of Dubrovnik on the restoration projects for the
Rector's Palace (see 2.4) and on the re-activation of
the project of tourist facilities construction in Pustijerna
(possibility of concession that the City would give
to the investor). The Institute ensured engineering
and consulting for the change of use of the palace in
M.Kaboge Street (Scientific Library), on behalf of the
City of Dubrovnik and free of charge. Together with
the City, the Institute provided for the stone for pavement
of Ruder Boškovic Square, but the project of pavement
was rejected by the Expert Advisory Commission, which
proposed different solution.
Other subjects involved in the restoration
of Dubrovnik
On behalf of the Dubrovnik Diocese
and on the account of the Restoration programme, the
Institute for the Restoration of Dubrovnik carried out
activities on the completion of restoration of the St.Blaise
Church and elaboration of documentation for the Bishop's
Palace and St. Jacob's Church (see 2.3 and 2.5). As
the project for Bishop's Palace is very demanding, the
Diocese will seek funds autonomously. The Institute
will ensure engineering and consulting.
The Institute for the Restoration
of Dubrovnik also worked with the Croatian Commission
for Collaboration with UNESCO on various projects in
the Dubrovnik area. With the Institute for International
Relations from Zagreb, we have agreed on organisation
of the international seminar "Culture: A Driving
Force for Urban Tourism", to be held in Dubrovnik,
May 2001. Part of costs will be covered by Soros Foundation.
We also continue our collaboration with the Organisation
of World Heritage Cities by presenting WH cities in
Dubrovnik and by celebrating 8th of September as the
OWHC solidarity day.
EXPERT ADYISORY COMMISSION FOR THE RESTORATION
OF DUBROVNIK
The new Expert Advisory Commission
for the Restoration of Dubrovnik continues the work
of the previous Commission of the same name. It has
been appointed on the 16th of May 2000, in line with
art. 14e of the Law on the Amendments and Supplements
of the Law on the Restoration of Endangered Architectural
Heritage of Dubrovnik. The members are:

PROMOTION OF THE ARCHITECTURAL HERITAGE
OF DUBROVNIK
In 2000, the Institute continued to
promote the architectural heritage of Dubrovnik as well
as other cities from the UNESCO's World Heritage List.
These activities were financed from donations or from
proper revenues. The Damir Fabijanic's photo-exhibition
"Dubrovnik…" was still in South America in
2000. Its presentation there was organised in conjunction
with the Ministry of Foreign Affairs of RC.
The traditional presentation of the
cities from the UNESCO's List of World Heritage, organised
annually (July 9) in conjunction with the Dubrovnik
Summer Festival, was held in 2000,too, in the premises
of the Institute formerly used by the State Commission
for Assessment of War Damage, and transformed in 2000
into gallery and info centre. This time, we had the
exhibition "Venetian Fortresses in Levant"
from the collection of Museum Correr from Venice. The
Italian Institute for Culture from Zagreb was co-organiser.
The exhibition was visited by both Italian and Croatian
prime ministers G. Amato and I. Racan.
Four other exhibitions were held in
the Institute gallery in 2000: UNESCO workshop of the
Dubrovnik Lyceum for OWHC solidarity day, Ruder Boškovic
square – general scheme proposal of pavement, County
Association of Virtual Artists and Mountaineering Club
–photo-exhibition.
Work of the Institute for the Restoration
of Dubrovnik in 2000
In 2000, the IRD was to be transformed
from administrative organisation into a public institution,
in keeping with the stipulations of the Law on Amendments
and Supplements to the Law on the Rehabilitation of
Dubrovnik's Endangered Architectural Heritage. The Administrative
Council was established and proposals for basic documents
defined, but not adopted until the end of 2000, so that
the Institute for the Restoration of Dubrovnik as public
institution could not be inscribed in the Court Register.
On December 31, 2000, Institute for
the Restoration of Dubrovnik employed 17 staff, i.e.
13 less than in 1990 and 1 less than in 1999. The professional
break is: 9 highly qualified, 7 qualified and 1 unqualified.
