The historic centre of Dubrovnik, the City within the city walls with its nearest suburbs is the priceless cultural legacy of our people and a symbol of world's architectural patrimony. Since 1272 the City registers its urban regulations and interventions on the town's space in the 5th book of the Statute. They were supplemented in the 13 and 14th centuries particularly after the earthquake in 1667. Later on various interventions in the City were regulated through numerous decisions and records of the government but they were always carefully planned with rational relation to the space.

The Institute for Restoration of Dubrovnik was established by Decision of the municipal Assembly on the 10th October 1979 as a specialized institution for organization and coordination of the restoration works on the monuments damaged in the earthquake of the 15th April 1979.

Due to specific and complex works on the restoration of monuments and for solving the professional issues, the Institute has the Expert Advisory Board for restoration of Dubrovnik. Its members are appointed by Managing Board of the Institute for Restoration of Dubrovnik and they are experts on cultural heritage and representatives of Ministry of culture, Ministry for protection the environment and architecture, City of Dubrovnik, Croatian Chamber of architects and engineers and Croatian Conservators' Society.

The Managing Board manages the Institute for Restoration of Dubrovnik and its members are appointed and dismissed by the Croatian Government (president and two members), while two members are appointed by the Dubrovnik-Neretva County and the City of Dubrovnik.

Wider Dubrovnik's region was badly damaged in the disastrous earthquake on the 15th April 1979 which intensity was 9-10°MCS in Montenegro.

Dubrovnik region is seismically and tectonically very active.By its seismic and tectonic potential it is also the most striking area in Croatia with estimated maximum possible magnitude of 7.5.



Prevention has been the only efficacious way of protection from undesired effects of earthquakes.

During the attacks on Dubrovnik in 1991 and 1992 within the general aggression on Croatia, Yugoslav Army did not consider the fact that Dubrovnik as historic entity of world's importance has been placed on the UNESCO Heritage List based on World Heritage Convention from 1972.

By its very prosperity, hand in hand with that of Venice, Dubrovnik's streets and squares were furnished with fine buildings including churches, convents and palaces. The city's urban landscape arid its exceptional beauty - in this it may be compared to the site itself and its breathtaking dialogue with the sea - warranted its inclusion on the World Heritage List and the List of World Heritage in Danger when the Old City of Dubrovnik came under threat in 1991.



The main threat of maintaining life in the City during the war destructions were damages on the roofs. Permanently exposed to direct shelling those soft structures of timber and tiles received enormous damages. Over 70% of the city roofs were damaged in the bombardments.



This segment has been separated after the war devastations in a separate group because it is very specific in many ways and differs greatly from the others. During the war destructions of the City caused by direct and indirect shells, the streets' stone pavements and staircases, stone facades of public buildings, churches as well as fountains suffered heavy damages.

After the war of 1991-1992, the necessary funds for the restoration of the architectural heritage of Dubrovnik could not be provided exclusively from the budget of the Republic of Croatia. Additional funds were ensured through fund-raising campaign.

In 2011 we plan to work on seismic renovation of the blocks P-19 (Bandureva – Od pustijerne) and B-12 (Između polača-Marojice Kaboge-Cvijete Zuzorić-Uska).



Works on renovation of the church of the Holy Cross started at the end of October 2009 and the time limit for completing the works was 23rd December 2009. The works were done according to the Costs estimate done on the basis of the preliminary project and approved by the authorized Conservation Department, Class UP/I-361-03/08-01/78, Reg.no. 2117/01-15-09-37 of 26th August 2009 and the main project, both executed by the firm Omega engineering d.o.o.



The preliminary design was delivered to the Administrative office for issuing documents of urban planning and building in the city of Dubrovnik to obtain the location's permit.



The work on documentation and emergency works on the consolidation of the findings.

Architectural additional record – supplement and digitalization

In this year it is continued the documenting of the existing state inside the historic centre for the objects that have no documentation in digital form. The digitalization is done and the supplement of the existing state of two blocks with total gross surveyed surface of 4174,9 square metres.

In the first phase after the earthquake of 1979 numerous studies and plans were done by financial means through the Institute for Restoration of Dubrovnik. The very active period of renewal and revitalization of the historic centre was based on the systematic analysis of the City within the walls through different competent domains that are important for each monument and the City as a whole.



Survey of the existing state of a monument is the base for different conservation, constructive, restoration and other researches, analysis and restoration projects. As a rule, in a basic geodetic survey of a construction's entirety, an architectural survey of a building is interpolated.

After first ten renovated priority objects after the earthquake of 1979, it was established a model of executing preparatory works for renovation of individual monuments. It was realized through the Expert Advisory Board and on the basis of acquired experiences. Architectural survey of the existing state is the initial phase in the further execution of essential cultural and historic documentation..
DugiOPIS This phase contains the state and elaboration of archive researches as well as further review of the objects. In this phase conservation directions are given for obliged sounding researches in the object and for archaeological researches in the monument and around it. These preliminary conservation study-books were done for all objects and City regions from the restoration programme till 1990 as well as sounding researches in the object. During preparatory constructive works the necessary archaeological researches were also made as renovation in the zone of foundations caused affection of the structure where remains of earlier phases of the City's construction were placed. Reports of those researches have been filed for each object individually. Archaeological research works have been specially documented: in the park of elementary school, in Pustijerna and at the south-west part of the City. The authorized conservation service is the most competent for monitoring archaeological researches and assessment of their value in completion the understanding of multi-layers of the City. They were present as the institution and their experts individually, too.

There are 57 conservation study-books filed in the Institute for Restoration of Dubrovnik, done according to the restoration programme of cultural heritage for the historic centre and the wider area after the earthquake.




Renovation after the earthquake did not predict only the reinforcement and renovation of damaged constructive system of monuments but also included its complete revitalization and purification from centuries-old inadequate interventions. Frequently it meant change of some objects' purpose because some of their original residential rooms could not be returned back due to previous legal restrictions of the apartment's size (palace). That composed process of rehabilitation of monuments required planning in phases.

Before the war 32 main and executive projects for renovation were made that have not been realized, 14 of them were for renovation of heavy damages from the earthquake on the construction of buildings within the city walls (prepared to the permit for construction).



In the Institute's archive there are many activities with the purpose of keeping, protection and processing, recording and managing with archival and registered material, documentation and informative resources of the architectural renovation of Dubrovnik.
